There are four precincts in Harris County. The four elected commissioners, along with an elected county judge, serve as members of Harris County Commissioners Court, the administrative head of the county's government. Commissioner Rodney Ellis represents the constituents of Precinct One.

With approximately 1.17 million residents, Harris County Precinct One is a diverse, urban precinct that covers 363 square miles. Precinct One's multi-racial, multi-ethnic population is roughly 33 percent African American, 38 percent Latino, 21 percent Anglo, 6 percent Asian and 2 percent other or multiple races.Precinct One stretches south to Brazoria County and reaches into eastern and northern sections of Harris County. The Precinct's territory includes a large section of Downtown Houston, including the Downtown Harris County Courthouse Complex, Toyota Center, Minute Maid Park and the BBVA Compass Stadium. Other notable landmarks include the 263-acre NRG Park Complex and the renowned Texas Medical Center. The Precinct is also the higher educational home to Houston Community College, Rice University, Texas Southern University, the University of Houston and the University of St. Thomas. Precinct One manages more than 21 parks, 10 community centers, numerous hike-and-bike trails, three maintenance service centers and several area offices, all of which provide an array of services to Precinct One residents.

What you will do at Precinct One

The Regional Manager is responsible for overseeing the strategic planning, management, and operations of a designated region's parks and recreational areas. This position involves providing guidance to park managers, ensuring consistent implementation of policies, fostering community engagement, and upholding environmental stewardship. The Regional Manager collaborates with a wide range of stakeholders, including local authorities, conservation organizations, and community groups, to enhance the quality and accessibility of parks within the region and, to ensure park plans, initiatives, security, maintenance of grounds, and facility modifications goals are met.


Essential Duties and Responsibilities
  • The successful candidate will review recommendations for hiring park staff and the allocation of staff required to reach objectives.
  • Assist in creating and monitoring budget expenses.
  • Ensure the trails and natural and recreational areas meet the needs of the public by achieving the vision of the department, through excellent customer service, budget management, talent acquisition, and the use of shared resources.
  • Other duties: Performs all other duties as assigned.

What you will bring to Precinct One

Education:

  • Bachelor's Degree in Park Management, Environmental Resources, Natural Resources, or a related field of study from an accredited college or university.

Experience:
  • Seven (7) years of experience in park management, environmental resources, natural resources, or recreation area management, including roles with closely related field
  • Managing the park's budget, including allocating funds for maintenance, staff, and program expenses.
  • Addressing visitor complaints and inquiries in a timely and professional manner.
  • Previous experience in asset inventory management.
  • Proficiency in one or more Microsoft software applications to include Word, Excel, Powerpoint and Outlook.
Comparable years of experience may substitute for education on a year-for-year basis

Knowledge, Skills, and Abilities:
  • Knowledge of principles and practices for managing park systems, maintaining playgrounds and park amenities, maintaining natural resources, general landscaping, trail maintenance, and excellent customer service
  • Ability to coach and lead park teams, support workplace safety programs, develop and implement successful maintenance programs, and practice good budget management
  • Ability to work weekends, holidays, special events, or other irregular hours when required.
  • Skilled in employee management, training, counseling, and disciplinary actions
  • Developing and implementing park safety plans and emergency protocols.
