Position Description

The Lieutenant in the Investigation Bureau holds the crucial role of shift commander for their designated group. Key responsibilities of this position include maintaining operational readiness, ensuring prompt and effective responses to incidents, and overseeing the administration of their group. Additionally, Lieutenants are tasked with managing specific special projects assigned to them.

In their day-to-day operations, Lieutenants lead and supervise sergeants and investigators, guiding them in operational readiness, incident response, conducting investigations, and providing support services essential for these functions. A significant aspect of their role involves enforcing agency and county policies and procedures, ensuring that all activities and operations within their shift comply with established standards and guidelines. Overall, the Lieutenant's position demands a blend of leadership, administrative acumen, and investigative expertise, making them pivotal in the effective functioning of the Investigation Bureau.

Duties and Responsibilities:

  • Leadership and Supervision:
    • Provide high-level supervision and leadership to multiple teams, resources, and personnel within the HCFMO.
    • Ensure that daily and long-term objectives are met.
  • Operational Coordination:
    • Oversee and manage the activities related to the Agency through effective resource management, deployment, and support in alignment with HCFMO policies, procedures, and strategic goals.
  • Strategic Planning:
    • Assist in the development and implementation of strategic plans to improve operational efficiency, personnel development, and public safety initiatives.
    • Collaborate with senior leadership to align team activities with the agency's goals.
  • Incident Management:
    • Manage applicable HCFMO services at emergency incidents and assigned non-emergency events as needed.
    • Coordinate response teams, collaborate with other emergency services, and ensure the safety of personnel and the public.
  • Administrative Oversight:
    • Manage and oversee all reporting, record-keeping, and documentation for multiple teams.
    • Ensure compliance with deadlines, legal requirements, and internal policies.
  • Budget Management:
    • Assist in budget planning and management for respective branches or units.
    • Ensure that resources are allocated efficiently and effectively within the budget constraints.
  • Policy and Procedure Development:
    • Assist in the development, review, and implementation of HCFMO policies and procedures.
    • Ensure compliance with applicable regulations and standards across all units.
  • Training and Development:
    • Develop and implement training programs to improve the technical and leadership capabilities of Sergeants and other team members.
    • Ensure personnel are up to date with relevant certifications and training.
  • Community Engagement and Public Relations:
    • Represent the HCFMO at public meetings, community events, and other engagements.
    • Work with the public to promote fire safety, prevention, and awareness campaigns.
  • Performance Management:
    • Monitor and evaluate the performance of Sergeants and other subordinate staff.
    • Provide feedback, recommend promotions, and handle disciplinary actions when necessary.

Requirements

Education, Training, and Experience:

  • High School Diploma or G.E.D. equivalent from an accredited educational institution.
  • Five (5) or more years' experience as a fire/arson investigator and or law enforcement investigator or combined experience AND
  • A current TCFP Master Arson Investigator.


OR

  • Four (4) or more years' experience as a TCFP certified Arson investigator with a third part certification such as: IAAI – CFI, IAAI – FIT, or NAFI - CFEI.


Additional Requirements:

  • At the time of appointment, be eligible to be commissioned by the Texas Commission on Law Enforcement (TCOLE) as a Peace Officer
    • Pass a TCOLE and general criminal background check to include L2, L3.
    • Pass a TCOLE-certified weapons qualification.
    • The successful candidate must pass a fit for duty physical with the current HCFMO medical provider.


NOTICE: Applicants for this position will be subject to a criminal background check that includes being fingerprinted. This applies to any position with network access to Criminal Justice Information Services (CJIS) or access to an area where CJIS is received, maintained, or stored either manually or electronically (i.e. custodian, maintenance).

Automatic Disqualification:

  • Convictions, probation, or deferred adjudication for any Felony, and any Class A Misdemeanor.
  • Convictions, probation, or deferred adjudication for a Class B Misdemeanor, if within the previous 10 years.
  • Open arrest for any criminal offense. (Felony or Misdemeanor)
  • Family Violence conviction.

Preferences

  • High school diploma, or GED, and 10 years of relevant experience plus
  • Four (4) years of management experience.


OR

  • Associate degree and 8 years of relevant experience plus
  • Four (4) years of management experience.


OR

  • Bachelor's degree or higher plus
  • Four (4) years of relevant experience plus 2-4 years of management experience.


General Information

Position Type and Typical Hours of Work:

  • Regular Full-time
  • 40 Hours per Week
    • Shift Schedule: Nights
  • This position directly supervises two-night shifts | Consisting of 8 investigators, working 6:00 pm to 6:00 am seven days a week, 365 days a year.
    • Consideration for scheduling will be given to the night shift lieutenant with an expectation to exercise an effective span of control working with subordinate sergeant supervisors over each shift.


Salary:

  • $95,000 - $ 105,000 Annually
  • Depends on Qualifications
  • Based on 26 Pay Periods
