Job Description

Job Title: Early Head Start Center Manager

Category: Exempt

Program Overview

Urban Strategies' Early Head Start program aims to serve children and families by promoting safety, nurturing families, school readiness, effective parenting, social-emotional development, and research-based practices. Our mission is to develop strong families, improve child school readiness, and build engaged communities in vulnerable areas.

Position Overview

The Center Manager oversees the operation of the Early Head Start center, ensuring compliance with Head Start standards and Texas licensing requirements. Responsibilities include staff supervision, program implementation, community collaboration, and adherence to HR policies.

Essential Functions

  • Establish partnerships with the host church and community.
  • Lead program goals, objectives, and outcomes.
  • Monitor data collection and program improvement strategies.
  • Ensure full enrollment and proper center setup.
  • Supervise staff and evaluate performance.
  • Oversee classroom and facility observations.
  • Implement CACFP meal program and monitor compliance.
  • Maintain health, safety, and sanitation standards.
  • Provide staff training and parent engagement activities.
  • Collaborate on HR policies, staff hiring, evaluation, and training.
  • Develop employee and parent handbooks.
  • Support employee orientation and maintain confidentiality.
  • Perform other duties as assigned.

Physical Requirements

Ability to see, hear, and use hands for tasks; lift and push/pull up to 50 pounds; sit, kneel, or stoop as needed. Accommodations may be provided for disabilities.

Minimum Qualifications

  • Bachelor's degree in Early Childhood Education, Family and Human Development, or related field.
  • At least 3 years of supervisory experience in an educational setting.
  • Experience with HR management and management information systems.
  • Knowledge of Texas Licensing Standards and CACFP guidelines.
  • Strong leadership, communication, and organizational skills.
  • Bilingual in English and Spanish.

Preferred Qualifications

  • Master's Degree or Administrator's Certification.
  • Over 5 years of supervisory experience in education administration.
  • Experience in finance and human resources.
  • Knowledge of Head Start Standards and Texas Child Care Standards.

Additional Requirements

  • Pass criminal background check and health exams.
  • Employment contingent on satisfactory tests and background checks.
