The Harris Center for Mental Health and IDD (“The HARRIS CENTER”) is seeking a visionary and dynamic Director, Facility Services to lead our facilities planning, construction, and operational functions. This pivotal role provides strategic leadership, robust fiscal oversight, and proactive management across all aspects of our Facility Services Department. The Director will champion capital improvement strategies, facility maintenance, and compliance, ensuring high performance and operational excellence in support of our agency's mission.
Your Role In Action
- Leads and directs multi-million-dollar capital and facility improvement initiatives for the agency, including design, construction, activation, and closeout phases of the projects.
- Provides daily oversight and supervision of capital project schedules, budget, resolution of pending challenges, as well as ensuring change order revisions and schedule changes are understood and communicated to appropriate audiences including the CAO, CEO, and Board of Directors.
- Effectively directs the operation, maintenance, and repair functions for multi-million-dollar portfolio of agency property and facilities including personnel management and development, facility financial and procurement services, as well as oversight of energy management and conservation programs and regulatory compliance.
- Manage the preventive/corrective maintenance functions at all assigned locations ensuring all key processes are aligned with the goals and objectives of the agency. Lead and oversee efficient and cost-effective facilities operations across the organization.
- Serves as landlord for sponsored sites with third party tenants, such as 811 HUD Properties, to build and maintain relationships with such tenants.
- Develops, implements, measures, and manages departmental standards, goals, and objectives to comply with
- Agency, State, County and Federal rules and regulations governing the operation of facility management.
- Provides the Chief Administrative Officer and internal stakeholders with written progress reports for key initiatives; submits and/or presents reports detailing critical issues, operations, and accomplishments of the areas of responsibilities.
- Prepares annual budgets for all facilities and facility services based on strategic maintenance and growth plans. Monitors and manages the budget for the department and facility projects.
- Directs and supports selection of personnel in assigned area. Conducts ongoing assessments and assumes responsibility for professional growth and development of staff to include a workforce “staffing” plan for the facility services.
- Provides outstanding customer service, develop strong relationships with executives, directors, and all other leadership positions across the organization, identify and resolve problems quickly and appropriately, and ensure communication is maximized.
- Ensures that all supervised staff comply with Agency safety and health requirements, as well as with Agency education and training requirements for the position held.

Education
What qualifications you will need:
- Bachelor of Arts or Sciences in Engineering, Construction Management, or Facilities Management
Experience
- Minimum of five (5) years' experience in building maintenance, including project management and structural, electrical, and plumbing management.
- At least three (3) years' responsibility for operational budgets exceeding $500,000 and capital budgets over $2 million.
- Demonstrable experience managing multi-site facilities and leading performance improvement initiatives.
- Strong knowledge of facilities management, including developing and implementing maintenance plans for multi-site operations.
Other Key Qualifications
- Valid Texas Driver's License with a safe driving record (verified by DMV records) and current Auto Liability Insurance.
Required Knowledge, Skills And Abilities
- Ability to handle exposure to extreme environmental conditions periodically.
- Ability to deal with moderate to loud noise levels.
- Periodically required to wear protective equipment, i.e., hard hat, goggles, gloves, boots, etc.
- Ability to interact with individuals who may be emotionally or physically hostile, agitated, or uncooperative.
- Primary work assignments are in an office, but may beIN machinery rooms, roofs, basements and hazardous areas.
- May drive an Agency vehicle in performance of Agency duties
