There are four precincts in Harris County. The four elected commissioners, along with an elected county judge, serve as members of Harris County Commissioners Court, the administrative head of the county's government. Commissioner Rodney Ellis represents the constituents of Precinct One.

With approximately 1.17 million residents, Harris County Precinct One is a diverse, urban precinct that covers 363 square miles. Precinct One's multi-racial, multi-ethnic population is roughly 33 percent African American, 38 percent Latino, 21 percent Anglo, 6 percent Asian and 2 percent other or multiple races.Precinct One stretches south to Brazoria County and reaches into eastern and northern sections of Harris County. The Precinct's territory includes a large section of Downtown Houston, including the Downtown Harris County Courthouse Complex, Toyota Center, Minute Maid Park and the BBVA Compass Stadium. Other notable landmarks include the 263-acre NRG Park Complex and the renowned Texas Medical Center. The Precinct is also the higher educational home to Houston Community College, Rice University, Texas Southern University, the University of Houston and the University of St. Thomas. Precinct One manages more than 21 parks, 10 community centers, numerous hike-and-bike trails, three maintenance service centers and several area offices, all of which provide an array of services to Precinct One residents.

What you will do at Precinct One

The Deputy Director of Transportation & Drainage will manage the delivery of all projects included in the approved five-year Capital Improvement Plan (CIP) for transportation and drainage infrastructure, following the prioritization methodology established by the Capital Planning Group. The successful candidate will participate in the development of improvement plans that generate scoped transportation and drainage projects for inclusion in OCRE's five-year CIPEssential Duties and Responsibilities
  • You will assist in managing and performing work assignments for technical professionals by serving as the project lead on designated Capital Improvement Plan (CIP) projects. Supervise and monitor quality control efforts of both internal personnel and external consultants.
  • Attend and actively participate in Precinct One project development meetings and conferences, providing technical expertise in researching, developing, redesigning, monitoring, and implementing various plans, designs, and projects.
  • Perform general administrative functions to support management services and establish performance standards.
  • Participate in planning studies within Precinct One to build consensus and define the scope of various project types.
  • Lead the design and construction efforts for all Precinct One mobility and drainage-related projects by tracking progress and coordinating with internal and external stakeholders.

Education

  • Bachelor's degree inCivil Engineering or Urban Planning, or other related degreesfrom an accredited college or university
  • Substitution:A Master's degree in Engineering may be substituted for up to two years of the below experience requirement.

Experience:

  • Ten (10) years of active practice in engineering and/or urban planning work after graduation from an approved curriculum in engineering and/or urban planning
  • Four (4) of the years as a licensed Professional Engineer and/or American Institute of Certified Planner Certification
  • Proficiency in Microsoft software applications
  • Prior government, municipal/county public works experience

Licensure:

  • Professional Engineer and/or American Institute of Certified Planner Certification

Knowledge, Skills, and Abilities:

  • Knowledge of Infrastructure CIP, Operations and Maintenance best practices
  • Knowledge of finance, budget, and purchasing concepts in a governmental entity
  • Strong verbal and written communication skills
  • Skilled in a management style that is collaborative and is able to partner with staff Precinct-wide
  • Familiarity with safety protocols and procedures, including risk assessments, hazard identification, and safety management on construction sites.
  • Knowledge of contracts, procurement processes, and legal aspects of construction projects, including managing relationships with subcontractors, vendors, and clients.
  • Understanding the environmental impact of construction projects and the incorporation of sustainability and green building practices into designs.
  • Managing relationships with the public, regulatory bodies, and clients to ensure projects meet stakeholder expectations and comply with legal standards.
