About Harris County Flood Control District:

The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation's fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens bayou.

What you will do atHarris County Flood Control District:

This position will be responsible for overseeing scheduling, estimating, risk, and cost analysis for the District's projects and is integral to the successful delivery of projects that benefit the District. The Project Controls Manager will play a vital role in ensuring efficiency, transparency, and the responsible use of resources.

Essential Functions and Duties:
Financial Management:
    Ensure fiscal responsibility through detailed estimating and budgeting, cost forecasting, and financial controls in alignment with the Financial Services Division standards.
    Provide comprehensive evaluations and recommend optimal paths for project delivery with a focus on schedule and cost performance, considering risks and other influencing factors.
Schedule Management:
    Manage the development, management, and refining of detailed project schedules to optimize durations, resource allocation, and project milestones.
    Assist in the establishment and enforcement of schedule management standards to ensure consistency, accuracy, and alignment with agency goals.
Risk Management:
    Oversee risk management by assisting in establishing frameworks and processes to proactively identify, assess, address, and mitigate potential risks throughout the project life-cycle.
    Provide comprehensive evaluations and recommend optimal paths for project delivery with a focus on schedule and cost performance, considering risks and other influencing factors.
Standards & Process Improvement:
    Assist in creating and implementing agency-wide standards and best practices for cost controls, scheduling, and risk management to improve project delivery efficiency, accuracy, and accountability.
    Assist in establishing new procedures and continuously refining existing processes to enhance project efficiency and performance.
Stakeholder Engagement:
    Work closely with senior leadership, county departments, contractors, and other stakeholders to maintain transparency and alignment with the District's objectives.
Reporting & Metrics:
    Track project metrics using advanced tools and generate detailed reports to support internal and external accountability.
Team Leadership:
    Lead a team of schedulers, estimators, and analysts to ensure high-quality outputs and foster a culture of collaboration and excellence.
Additional Responsibilities and Support:
    Attend seminars, conference workshops and other training programs.
    Assist with division or District projects, as needed.
    Carry out additional duties as assigned or as the evolving needs and scope of the position may require.

Education:

  • Bachelor's degree from an accredited four-year college or university

Experience:
  • Minimum of five(5) years of project controls experience
  • Previous supervisory experience is required

Licensure:

  • Valid Class "C" Texas Driver's License
Knowledge Skills, and Abilities:

Knowledge:

  • Project Management Fundamentals: Understanding methodologies like PMI's PMBOK, Agile, or Lean principles.
  • Cost Management: Basics of budgeting, cost forecasting, variance analysis, and financial reporting.
  • Scheduling Techniques: Familiarity with scheduling concepts such as critical path method (CPM) and earned value management (EVM).
  • Risk Management: Recognizing potential risks and mitigation strategies.
  • Contract & Procurement Basics: Understanding vendor contracts, procurement processes, and negotiations.
  • Industry-Specific Standards: Awareness of regulations, compliance, and best practices specific to the industry.

Skills:

  • Data Analysis & Reporting: Ability to interpret and present complex project data effectively.
  • Software Proficiency: Tools like Primavera P6, Microsoft Project, and ERP systems.
  • Communication & Stakeholder Management: Clear reporting and collaboration with teams, executives, and clients.
  • Problem-Solving & Critical Thinking: Assessing situations and making informed decisions.
  • Time Management & Organization: Prioritizing tasks effectively to manage deadlines.

Supervision Exercised:

  • This position is responsible for leading a team of schedulers, estimators, and analysts to develop and report project delivery life cycles for duration and costs to internal and external stakeholders, which includeshiring, training, directing, motivating, coaching, disciplining, measuring performance and terminating.

Internal Contacts:

  • Primarily with division directors, department heads, and departmental staff.

External Contacts:

  • Primarily with citizens, visitors, consultants and government agency professionals.

Tools and Equipment Used:

  • Office equipment including telephone, computer, smart phone, calculator, photocopier, printer, and scanner.
