At the heart of our work is Raul Yzaguirre Schools for Success (RYSS), a PK-12 open-enrollment charter school district serving more than 2,000 students in eight schools that provide a rigorous academic environment grounded in cultural pride, character development, and college readiness. We are seeking a dedicated and detail-oriented Human Resources Specialist to join our dynamic team. This role plays a vital part in supporting the organization's mission by ensuring effective HR operations, fostering a positive workplace culture, and delivering exceptional service to staff and leadership. The HR Specialist will be responsible for a wide range of functions including recruitment, onboarding, employee relations, compliance, and benefits administration. This position requires a proactive professional who thrives in a collaborative environment and is committed to promoting equity, integrity, and excellence in all HR practices.

QUALIFICATIONS:

Minimum Education/Licenses/Certification

  • Bachelor's degree in Human Resources or related field
Special Knowledge and Skills
  • Familiarity with HR policies, procedures, and applicable laws
  • Proficiency in Microsoft Office and HR software systems
  • Strong organizational, communication, and interpersonal skills
  • Ability to present information clearly to individuals and small groups
  • Excellent customer service and problem-solving abilities
Minimum Experience
  • At least one to three years of experience in human resources or a related administrative role
  • Experience in an educational setting and bilingual in Spanish preferred
MAJOR RESPONSIBILITIES AND DUTIES:

HR Administrative Support
  • Assist in implementing personnel policies and procedures
  • Support daily HR operations including staffing, leave tracking, and employee records
  • Help ensure compliance with federal and state employment laws
Recruitment and Onboarding
  • Assist with job postings, applicant tracking, and interview scheduling
  • Support onboarding processes including new hire paperwork and orientation
  • Verify employee credentials and certifications
Position Control Maintenance
  • Receive and process all personnel requisitions including reconciling vacancies with approved staff allocations, verifying accuracy of information, and adding new positions as directed. Identify and resolve inconsistencies.
  • Enter, update, and maintain accurate position data to include assignments, reassignments, salary changes, and separations.
  • Monitor staffing levels on an ongoing basis. Compile staffing data and prepare status reports as required.
  • Prepare and distribute or post job vacancy announcements and advertisements.
Compensation and Benefits
  • Provide support in maintaining job descriptions and salary data
  • Assist with benefits enrollment, open enrollment, and employee communications
  • Coordinate with insurance vendors and third-party administrators as needed
  • Help ensure compliance with COBRA, HIPAA, and ACA requirements
Certification and Licensing
  • Process teacher applications and verify certification with the Texas State Board of Educator Certification (SBEC), universities, colleges, and education agencies in other states.
  • Assist principals and director of human resources (HR) in identifying appropriate certification requirements for teacher assignment according to SBEC assignment criteria.
  • Track certification, testing, and permit status and follow-up with employees to ensure completion of certification requirements within established timelines. Process SBEC permit applications and monitor permit status.
Employee Relations and Communication
  • Respond to employee inquiries and provide information on HR policies
  • Assist with employee recognition programs and morale initiatives
  • Support the administration of employee surveys and exit interviews
Records and Compliance
  • Maintain accurate and confidential personnel records
  • Assist with compiling reports and documentation for audits and compliance
  • Support updates to the employee handbook and personnel directory
Other Duties
  • Prepare basic reports and presentations on HR topics
  • Stay informed on HR best practices and relevant policy changes
  • Follow district safety protocols and perform other duties as assigned
