Position Summary:
Provides financial information to management by researching and analyzing accounting data; prepares reports. Ensures that accounting data related to Cash, Investments and Property Taxes are properly integrated into the financial records and statements of Port Houston.
Responsibilities/Duties:
Ensure integrity of financial data within the financial system in conformity with guidance prescribed by the GFOA, the GAO and GAAP
Prepare asset, liability, and capital account entries by compiling and analyzing account information, including bank account reconciliations, interest payable and receivable, securities investment and other income, expense, and balance sheet accounts
Document financial transactions by entering account information
Recommend financial actions by analyzing accounting options
Summarize current financial status by collecting information, preparing balance sheet, profit and loss statement, and other reports
Substantiate financial transactions by auditing documents
Maintain accounting controls by preparing and recommending policies and procedures
Reconcile bank accounts to the general ledger along with all of the securities, bonds, and property tax accounts for financial discrepancies by collecting and analyzing account information Maintain financial security by following internal controls
Prepare payments by verifying documentation, and requesting disbursements Answer accounting procedure questions by researching and interpreting accounting policy and regulations
Comply with federal, state, and local financial legal requirements by studying existing and new legislation, enforcing adherence to requirements, and advising management on needed actions
Prepare special financial reports by collecting, analyzing, and summarizing account information and trends Maintain customer confidence and protects operations by keeping financial information confidential
Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies
Assist in the preparation of the CAFR as well as other regulatory or statistical reports as required by company management, regulatory agencies and third parties
Manage the daily inflows and outflows of cash, supporting Port Houston liquidity reporting and analysis
Enhance procedures and ensure ethical decision making
Maintain and ensure the accuracy of Port Houston's financial transparency reporting for disbursements
Ensure cash management procedures and techniques are up to date and monitored
Communicate with your areas of responsibility on a quarterly basis offering assistance for any financial issues
Assist the accounting team and the auditors throughout the annual audit
Bond accounting including various types of bond (i.e. deceased, forward, refunding's, etc.)
Bond effective interest amortization on any new bond issuance.
Act in accordance with Port Houston core values (respect, excellence, accountability, diligence, and you)
Perform other duties as assigned
Education/Work Experience:
Bachelor's degree in Accounting, Finance, or related major from a public or accredited private academic institution required
Pursuit of CPA license preferred
0-2 years of general accounting experience required; with some banking reconciliation experience preferred
Experience working with investments, bonds and cash management preferred
Knowledge, Skills and Abilities:
General knowledge of financial accounting, budgeting, cost accounting and cost control principles, and Generally Accepted Accounting Principles (GAAP)
General knowledge of policies and procedures associated with payroll and benefits administration
Analytical skills to perform analyses of accounts
Technical accounting research skills
Willingness and ability to learn and develop
Strong client service and interpersonal skills
Ability to work under pressure to meet deadlines with accurate results and to work with detailed material
Organized and capable of clearly communicating issues and priorities affecting daily tasks
Intermediate knowledge and skills in accounting software and databases and Microsoft Office suite, including Excel (pivot tables, v-lookups etc.), Word, Outlook, etc.
Ability to work independently and accomplish assigned tasks with moderate supervision
Ability to work with Port Houston employees at all levels and others outside the organization in a cooperative, positive manner
