Position Description
The Harris County Community Supervision and Corrections Department (CSCD) is one of the largest probation departments in the United States, supervising more than 70,000 individuals and employing over 600 staff members across 6 locations. We provide a wide range of services including community supervision, outpatient counseling, cognitive-behavioral programming, and residential treatment, designed to strengthen our clients' abilities and support their long-term success. With a focus on utilizing evidence-based practices, we aim to improve outcomes and reduce recidivism for all clients under supervision. Responsible for assisting the Payroll Director in completing all goals and objectives in payroll and benefits processing.
Duties and Responsibilities:
Payroll:
- Payroll processing, employment verifications, processes workers comp claims, HR records requests and maintenance.
- Maintain departmental payroll, as directed, in conjunction with the Harris County Auditor's Office schedules.
- Maintain payroll and timekeeping records for all employees including corrections, comp-time requests and secondary timesheets.
- Receive payroll documentation, including corrections, from departmental managers for input into the payroll system.
- Research payroll problems and correct when necessary.
- Maintain filing of payroll and backup documentation as needed.
- Serves as secondary contact with Harris County Auditor's Office regarding payroll matters and regulations.
- Assists in resolving HR issues among staff, primarily related to payroll and benefits, but may include other matters.
Benefits: - Maintain Enrollment forms, Change Forms, and all pertinent forms required by Employee retirement System and the Auditors Office.
- Follow up to assure receipt of all Benefit Enrollment forms for new employees in a timely manner.
- Responsible for the input of benefit information into ERS and STARS system in a timely manner.
- Review all Change forms to see if within scope of ERS-CJAD established criteria and include proper documentation.
- Review all daily change files and variance reports and make necessary changes to payroll.
- Acts as HCCSCD liaison to ERS relating to any problem concerning benefits or change forms.
- Attend Benefit Meetings as required.
- Exercises discretion concerning privileged and confidential information as related to the position and the Department.
- Ensures the completion of payroll and benefits processes for the entire department; assists in processing and troubleshoots issues as necessary.
Nonessential Functions: - Participate in executive meetings as required.
- Contributes to a positive work atmosphere by behaving and communicating in a cooperative and amicable manner with supervisors, coworkers, subordinates and the public.

Requirements Education and Experience: - Bachelor's degree in a related field.
- One (1) year of experience with Human Resources payroll processing/administration.
- One (1) year of experience with Human Resources benefits processing/administration.
- Two (2) years of Human Resources experience.
Knowledge, Skills, and Abilities: - Proficient with MS Office suite including Excel, PowerPoint, Word.
