About Harris County Housing & Community Development:

Harris County Housing & Community Development delivers projects andprograms that enhance the quality of life for Harris County residents. The department promotes community investment through home buyer assistance programs, partners with residents and housing developers to expand diverse housing options and provides additional support for essential infrastructure projects that strengthens and sustains communities.
Planner Overview:

The Planner performs duties related to strategic and community planning, environmental reviews, stakeholder engagement, research, statistical analysis, and administrative support. The Planner demonstrates a commitment to public service. The Planner leads initiatives, collaborates effectively, and establishes productive working relationships with colleagues, developers, engineers, governmental entities, and members of the public.
Duties & Responsibilities:

  • Compiles statistical and demographic data to create reports, conducts research, analyzing survey data and special studies as assigned.
  • Conducts Environmental Reviews for CDBG, ESG and HOME funded projects.
  • Assist with strategic planning, and coordination of outreach and public engagement initiatives.
  • Assist with the development of the HUD Consolidated Plan, CAPER, Community Plans, Fair Housing and Equity Plans, and Special Reports.
  • Responds to requests for information from other agency staff, organizations, and the public officials and the general public.
  • Other duties as assigned.

Requirements
Education:
  • Bachelor's degree in Urban Planning, Urban Studies, Geography, Public Administration, or a related field
OR
  • Master's degree in Urban Planning, Urban Studies, Geography, Public Administration, or related field may substitute for two (2) years of experience.
Experience:
  • Four (4) years of full-time paid experience in community planning, environmental planning, urban planning, community development, or related field.
Licensure:
  • Valid Driver's License (Texas upon hire)
Knowledge, Skills & Abilities:
  • Demonstrated knowledge of general planning principles, environmental review records, Census data, research, surveys, and statistical methods and techniques.
  • Understanding of the federal and state regulations, including but not limited to community planning/development and NEPA/HUD Part 58 Environmental Review.
  • Talent for facilitating stakeholder engagement through targeted surveying, interviews, focus groups, and public meetings.
  • Strong ability to gather, analyze, synthesize, and present data and factual materials in executive-level reports, either individually, as a team member, or project lead in an area of personal expertise with minimum supervision.
  • Experience using ArcGIS Online applications for basic map-making.
  • Strong verbal and written communication skills.
  • Proficiency with MS Office Suite/Office 365/SharePoint.
